Statement of Work
The Contractor shall compete for independent test, validation, verification, and evaluation solutions to ensure that all IT products and services meet DHS standards and are performing to defined design, cost, schedule and performance specifications/capabilities. The Contractor shall provide best practices, technologies, tools, and support to quality and operational assessments, integration testing, and system test and evaluation, including security certification and accreditation (C&A), for IT systems. The Contractor shall also provide IV&V through the monitoring and evaluation of projects through activities such as, but not limited to, assessments, process and procedure audits, project and performance management, and systems analysis and design.

The Contractor shall compete for independent test, validation, verification, and evaluation solutions to ensure that all IT products and services meet DHS security standards and are tested and evaluated in accordance with all federal security requirements; e.g., Defense Information Technology Security Certification & Accreditation Process (DITSCAP), National Information Assurance Certification and Accreditation Process (NIACAP), National Industrial Security Program Operating Manual (NISPOM), Department of Justice (DOJ) Directives, and National Institute of Standards and Technology (NIST). The Contractor shall also provide IV&V for all aspects of systems security as it relates to government practices, policies, and procedures, such as risk analysis and the development of recommendations and implementations, as well as plans for new procedures and changes to existing systems. Areas may include development and implementation, transition and verifications, testing plans for installing new security-related products within the existing client organization technology infrastructure, and mitigation strategies and mitigation activities for residual risks identified for specific organizations or systems.

Pragmatics has been a trusted and valued prime partner for EAGLE, successfully working on large, enterprise-scale IT projects. To date, we have completed more than 30 IV&V and security task orders, demonstrating to our DHS customers that we can consistently meet their challenges. Pragmatics performed validation, verification, and testing on new, modified, and enhanced software and hardware products for CBP mission critical systems. We supported USCIS by providing full-service IV&V to the USCIS Office of Information Technology, Process Control Branch. Pragmatics provided penetration testing, tool-based security audits, and security testing and evaluation for Phase 3 of the TSA’s system Certification and Accreditation (C&A) process. Pragmatics has used the DoD Information Assurance Certification and Accreditation Process (DIACAP), NIACAP, and DITSCAP while performing security C&A services for the Departments of Defense, Treasury, Justice, and Labor, as well as the National Oceanic and Atmospheric Administration (NOAA). We provide programmatic IV&V/SETA support to several large programs, including biometric integration programs and next generation DoD command and control systems.

IV. A Description of the Contractor’s Quality Assurance Program
Pragmatics’ Quality Assurance (QA) team supports the QA and Project Tailoring Plan developed by the Task Order Manager (TOM) and conducts periodic reviews and audits. Our team will apply best-practice quality measures, proven during EAGLE, to ensure continued high-quality products and services to DHS. The TOM, supported by the assigned QA monitor, creates a Quality Assurance Plan (QAP) for each task. This plan documents the metrics, processes, procedures, and personnel responsible for ensuring all activities are executed in accordance with task order objectives. Our team, based on our EAGLE experience, has developed a QA methodology that complies with CMMI-DEV Level 5 and typically includes metrics such as defect tracking and hours spent on technical processes such as design, development, and test activities. Quality reviews will be complete, comprehensive, and multi-tiered, including peer reviews, desktop reviews, in-process reviews, and event reviews. Independent review is conducted biannually to confirm QA has been effectively inserted and functions as intended within each TO.
