Position Descriptions
Listed below are the position descriptions and price
categories for commercial Pragmatics contracts for professional technical
services. Education and experience requirements are a guide for entry
level to each category and each may he substituted for the other. One
year of college level or technical school education in a relevant field
is equal to one year of directly related experience. A year of graduate
level relevant education is equal to two years of directly related experience.
Degrees in accounting, electrical, electronic or systems engineering,
or special product certification training are equal to one additional
year of experience.
TECHNICAL STAFF POSITIONS
Technical Staff - Operations I: Entry level computer
operators and engineering technicians, with a high school diploma and
three to twelve months of directly related experience, are in this classification.
Technical Staff - Operations II: Experienced computer
operators and entry level electronics technicians are in this classification.
It normally requires a high school diploma and specialized training with
six to eighteen months of directly related experience.
Technical Staff - Associate: Experienced electronics
and entry level engineering technicians with technical training and three
to twelve months experience are in this classification.
Technical Staff - I: Lead computer operators,
production control specialists, CAD designers, experienced electronics
technicians, senior engineering technicians, field service technicians,
PC support specialists and entry level analyst/programmers are in this
classification. Normally these positions require one to two years of directly
related experience, or specialized technical training.
Technical Staff - II: Entry level Electronics/Systems
engineers, senior electronics technicians, senior CAD designers, and senior
engineering technicians along with junior analyst/programmers are in this
classification. It also includes junior training specialist positions.
These positions normally require specialized technical training and two
to four years of directly related experience. Senior engineering technician
positions normally require technical training and three to five years
of experience as an engineering technician. Engineering positions require
a degree in engineering or computer science.
Technical Staff - III: Applications analyst/programmers,
training specialists, system administrators, and senior microcomputer
support specialists are in this classification. Also include junior levels
of the following: systems programmers, electronics/systems engineers,
and systems and network analysts in this classification. Statisticians,
mathematicians and related functions are also included. These positions
normally require a relevant degree and two to four years of directly related
experience. Engineering positions require a degree in engineering or computer
science and one to two years directly related experience. Personnel in
positions that require special technical or product certification may
move up to the Technical Staff IV classification.
Technical Staff - IV: This classification includes
the positions of fully qualified programmer/analysts, systems analysts
and systems programmers, client/server applications developers, and network
analysts. Also senior level system administrators, journeyman scientists,
systems engineers and engineers, along with senior statisticians and mathematicians.
Programmer/analyst, systems administration, statistical and math positions
normally require a relevant degree and five to seven years of directly
related experience. Science and engineering positions normally require
a relevant degree and two to five years of directly related experience.
Technical Staff - V: Senior level programmer/analysts,
client/server applications developers, systems programmers, network analysts,
Other positions normally require at least eight years of directly related
experience and specialized knowledge or training.
Technical Staff - VI: Business systems designers,
software product developers and mid-level scientists, systems engineers
and electronic engineers are in this classification. The engineering and
science positions normally require a relevant degree and five to eight
years of directly related experience. All may require an advanced degree
at the lower end of the experience requirement.
Technical Staff - VII: Senior business systems
designers, software product developers, high level electronic/systems
engineers are in this classification. These normally require a masters
and seven to ten years experience.
Technical Staff - VIII: Lead analyst or programmer
and senior software product developers, electronic/systems engineers and
scientists are in this category. These require a degree and ten to twelve
years of experience. Science positions require an advanced degree and
eight to ten years experience. These positions require technical leadership
in specific disciplines, projects or proposals.
Technical Staff - IX: Lead business systems designers,
lead scientific investigators and other personnel in this classification
should be technical experts in their field and lead and instruct more
junior technical personnel. This position often serves as a consultant
or technical "guru" to project teams, proposals and clients.
It normally requires an advanced degree in a technical discipline, specialized
technical knowledge and training, and twelve or more years of directly
related experience. Lead scientific investigator positions generally require
doctoral level degrees and eight or more years of highly specialized experience.
Technical Staff - Principal: Principal electronic/systems
engineers with advanced engineering or related degrees and twelve or more
years of engineering experience. This is the highest non-management engineering
category.
Principal Investigator: Principal software developers
and principal scientific investigators generally require one or more advanced
degrees, recognized expertise in their field, and more than ten years
of highly specialized experience. They are team leaders in scientific
research or advanced technology projects. This is the highest non-management
software development position.
Technical Director: Technical directors are recognized
experts in a specialized technical or scientific field and generally will
have multiple advanced degrees and fifteen or more years of experience,
including publication, membership on industry or professional boards or
committees, and technical or scientific certifications. This position
often serves as the senior corporate advisor on technical matters in their
field and as an internal consultant to senior management, as well as providing
unique, high level technical or scientific knowledge to clients.
TECHNICAL MANAGEMENT POSITIONS
Project Manager: Project team leaders who provide
technical contract services to clients or to develop proposals for new
business are in this classification. They may manage an entire project
or may lead a specific sub unit or scientific investigation. Position
responsibilities include personnel and contract management in addition
to technical leadership. This classification normally requires a relevant
degree, along with specialized technical knowledge and training, and ten
or more years of directly related technical experience. It also normally
requires at least one year of experience as a team or task leader in a
related area.
Program Manager: This position manages all aspects
of one or more contracts to provide technical services to clients, serves
as the senior scientist for advanced technical projects, or manages the
development of capture strategies and proposals for new business. Responsibilities
of the position include personnel and contract management in addition
to technical leadership. Program managers are also responsible for quality
performance and contract growth. These positions normally requires a relevant
degree, along with specialized technical, client and management knowledge
and training, and ten or more years of directly related technical experience,
plus at least two years of related management experience.
Program Director: A program director manages all
aspects of one or more contracts to provide technical services to clients
or to develop proposals for new business. The position usually will have
program or project managers as subordinates. Position responsibilities
include personnel and contract management in addition to technical leadership,
quality performance and contract growth. This position normally requires
an advanced degree, along with specialized technical, client and management
knowledge and training, and ten or more years of directly related technical
experience. It also normally requires at least four years of related management
experience, including program management experience.
ADMINISTRATIVE STAFF POSITIONS
Administrative Staff - Junior: This classification
includes entry level staff positions that provide general clerical or
administrative support. These include filing, mail operations, copying,
or similar operations. It may include entry level data entry without specific
prior experience. The classification normally requires a high school diploma
or equivalent.
Administrative Staff - Associate: This classification
includes the positions of receptionist, switchboard operator, general
clerical support functions, clerk typists, copier machine operators, entry
level accounting clerks, and similar support positions. It also includes
data entry operators and document processing technicians. These positions
normally require a high school diploma and six months or more directly
related experience.
Administrative Staff - I: Secretarial and administrative
positions are included in this classification, as are word processing
operators, junior accounting clerks and human resource assistants. Functions
include typing, operation of spreadsheet programs, maintenance of data
in automated data bases, review of time sheets, and clerical human resource
functions. The classification requires a high school diploma and one to
three years of directly related experience.
Administrative Staff - II: Senior level positions
that provide the full range of administrative support, and require working
knowledge of the business or project practices and procedures, are in
this classification. These positions may supervise lower level clerical
or support functions. This classification also includes experienced word
processing operators and entry level accountants. It normally requires
one to four years of directly related experience. There is no experience
requirement for entry level accountants who have a degree in accounting.
Administrative Staff - III: Included at this level
are senior word processing operators, junior accountants, human resource
staffing specialists, procurement specialists, librarians and similar
functions. These normally require three to six years of directly related
experience. Layout artist and desktop publishing specialist positions
are also included here. These normally require a high school diploma with
specialized training and two or more years of related experience.
Administrative Staff - IV: Supervisory personnel
who schedule, coordinate and review work of clerical, word processing,
or other administrative support personnel and operations, are in this
classification.
Administrative Staff - V: Certified accountants,
technical writers and proposal production supervisors are in this classification.
Also senior human resource specialists, procurement specialists, librarians
and similar support functions. These normally require a degree and one
to four years of directly related experience.
Administrative Staff - VI: Office managers, who
manage home or field office administrative functions, are in this classification.
It also includes technical recruiters, contract administrators, and tax
accountants. These positions may require specific knowledge of automated
administrative systems. The classification normally requires a college
degree and two or more years of directly related experience.
Administrative Staff - Senior: Technical editors,
senior contract administrators and proposal coordinators are in this classification.
These positions normally require a relevant degree and four or more years
of related experience.
Administrative Staff Manager: Contracts
managers who are responsible for contract negotiations and legal compliance
and who supervise contract clerical staff are at this level, as are accounting
managers and human resource managers. These positions normally require
a college degree and four to seven years of directly related experience.
