Paul Cohen
Paul Cohen joined Pragmatics, Inc. in 1997 as vice president of the Information Science Division and program manager for the JIEO systems engineering contract. He successfully led Pragmatics campaign to take the company to Software Engineering Institute (SEI) Capability Maturity Model® (CMM) Level 2 in 1999, Level 3 in 2001, and Capability Maturity Model Integration® (CMMI) Level 3 in 2003. Cohen next became Chief Operating Officer, and in 2004 he became Vice Chairman.
He began his business career at American Management Systems in 1983 as program manager for a major maintenance engineering and information systems program. He subsequently established the Department of Defense (DoD) health care information systems practice; delivered the Navy medical decision support system; and developed the encoder-grouper program. In 1991 Cohen joined Vector Research, Incorporated as a vice president and division director, where he was responsible for managing five indefinite delivery/indefinite quantity contracts providing information technology services to DoD, the Department of the Treasury, and commercial customers.
Cohen served in the U.S. Navy for 20 years, retiring as a commander. His assignments included communications and electronics maintenance officer; executive officer; and engineer officer. He was electronic warfare manager for the Pacific Fleet’s training command; communications and electronics advisor to the Republic of Korea Navy; managed the installation of an integrated radar detection and communications network; and managed the overhaul programs for weapons and communications systems being upgraded from analog to digital and the installation of the first SATCOM systems.
Cohen has a bachelor’s degree from the University of Michigan; an MMA (Ocean Engineering) degree from the Naval War College; and an executive MBA from the University of Southern California.
