Robert Loh, Vice President

Robert Loh is Vice President of the transportation group in the Pragmatics Foreign Affairs and Financial Systems Division. Loh joined Pragmatics in January 2011 through the acquisition of Innovative Solutions International, Inc. (ISI), a company he founded in 1994. He continues his role as President of ISI, which is a wholly owned subsidiary of Pragmatics. ISI specializes in satellite-based communications, navigation, and surveillance technologies.

Loh has more than 25 years of experience working in all areas of civil air navigation. During the past decade, he focused his career on developing applications of the Global Positioning System (GPS) for civil aviation use. He is the architect of the Wide Area Differential GPS. Loh was also instrumental in the development and establishment of the Satellite Operational Implementation Team and served as its key technical advisor.

He is an expert in both satellite technology and Federal Aviation Administration (FAA) requirements and has participated in many international forums. These include serving as U.S. delegate to the International Civil Aviation Organization (ICAO) Future Air Navigation System working group and participating in ICAO’s Global Navigation Satellite Systems (GNSS) panel as technical Program Chair of the Symposium on Worldwide Communications, Navigation, and Surveillance. Loh was also a member of the organizing committee for the first International Symposium on Real Time Differential Applications of GPS. He has had an influential role in the development of navigation system standards both at ICAO and RTCA.

He is active in a number of professional and research organizations, including the Institute of Electrical and Electronics Engineers (IEEE), the American Institute of Aeronautics and Astronautics (AIAA), and the Institute of Navigation (ION). Loh is a recipient of the Norman P. Hays Award and has published more than 80 articles and reports.
